James was one of the first overseers of the church of Jerusalem after Jesus ascended into heaven.  It was a time of chaos and persecution for the Jewish and Gentile believer.  James didn't take time to expand on arguments, because there wasn't time.  And, because the believer didn't have the luxury to be complacent in their faith, his letter to them was to the point.  He wrote with the expectation for the believer to put their faith into action.
